Why a black box fails a records request
A rectangle drawn over text — in a PDF viewer, or by printing a marked-up page back to PDF — only covers the words. The characters stay in the file’s text layer, one select-and-paste away. That is behind nearly every famous redaction failure, and a records office working a queue at month-end is no less exposed than a legal team. How verified redaction works

No. The box only covers the text; the characters remain in the file and can be recovered with select-and-paste. RedactWorks removes the text itself, strips hidden data, and re-scans the output to confirm the approved items are gone.
